Minutes of the Meeting

held on Tuesday 13 December, 2011

at  7.30pm Ground Floor Library Meeting Room

PRESENT:  ( 10 )

      Present: Jane Rockman, Max Humphries, Peter O’Meagher,  Jane Nichols, Beth Gallate,  Hania Norman,  Nick Prentice, Elke Sehmer, Robin Tym and Tony Tym.

Apologies received: Jim Mitchell and Carol Taggart

Previous Minutes:

Treasurer’s Report:    A Treasurer’s Report was prepared by Jim Mitchell, and read out by the Chair, Hania, re establishment of Corso precinct account at Westpac Manly, 2 signatures signed, Jim and Hania, and Tony to sign also, and a deposit paid to Council of $250 for the key to Library for meetings. 

Council Responses: No outstanding issues.

  New Business:

Relationship between Residents and Businesses:

2       Peter O'Meagher suggested that: The relationship between "happy businesses" and "happy residents" in our Precinct deserves some consideration. There is often a possible but not inevitable contradiction. He stated that hundreds of Manly residents are disturbed and shocked several times every day by the thoughtless, repeated smashing of glass bottles against glass bottles. This repeated antisocial behaviour is not inflicted on Manly residents by a lawless group of louts but by some thoughtless business managers. The majority of these ungracious businesses are located in what is by many measures a truly residential area. Some of our businesses - The Pavilion Restaurant, The Old Manly Boatshed, The Shore Club for example, have chosen to protect the environment and their neighbours by using bottle crushers ... others like The Garfish have remained inconsiderate and aloof.... perhaps the Corso Precinct could combine with Manly Council to encourage this environment/neighbour friendly change in all licensed establishments in Manly.

Peter has heard that legislation may require the use of bottle crushers from February 2012 but he needs to confirm this hearsay.

3.       A discussion, was held, by all present re the viability to invite business owners to the Precinct meeting, a motion was called and a majority said, not yet , that lets discuss this further at the next meeting. Hania mentioned that in Jan/Feb 2012 she would canvass some of the businesses in the  Corso, to raise advertising revenues for our newsletter, and with a view to smooth out any friction between them, and local residents.  And to bring to the next meeting, any feedback, received. Hania pointed out the mutual benefits of settling any real or perceived conflicts of interest between business and residents.

Beth Gallate did point out that she and her husband were both business owners and Residents in the Corso Precinct




Newsletter and DA Coordinators: Jim Mitchell is unable to continue in his role as Treasurer and DA Coordinator as he is going away for an extended period. Jane advised that she would think about Treasurer’s position. Others to consider the role.

Council meeting agenda and Manly Wharf Upgrade 2015 plan: Hania handed out notes on Council meeting agenda, Manly Wharf upgrade and 2015 plan. Also, circulated was information from executive meeting.

Guest Speakers for 2012: Discussion was carried out about future guest speakers ie; Waste Management, Fiona from Methadone Clinic and Police.

Bike Lanes/Pedestrian Crossings: The matter of Council signage for bike lanes and pedestrian crossings was discussed, majority agreed such signs were beneficial.

Capital works in The Corso: Chair to request from Sally information re future capital works in The Corso.

Development Applications:

DA 315/2011: Establishment of use as a Cinema & fit out, works only internal:

Motion:  “The Precinct makes no comment on this DA.”

 

Vote:   In Favour:  unanimous

DA312/2011 create window opening and installation of new window in existing shop 7b and 7c ( Rambling Rose):

Motion:  “The Precinct makes no comment on this DA.”

 

Vote:   In Favour:  unanimous

 

Next meeting:  to be held on Tuesday, 14 February to start earlier at 6.30pm as it is St. Valentines Day. All future meetings will start at 7pm instead of previous time of 7.30pm.
